Philosophically it is based Heraclitus' claim that "No man ever steps in the same river twice".

Everything that happens, happens in the context of what has come before, no event is in isolation. Jokes can stop being funny then become funny again, atrocities can become normalised, love can become boring, hardship can become strength.
